The Ontario government committed to establishing a separate regulatory authority to license and regulate new home builders and vendors in Ontario.
On February 1, 2021, the Home Construction Regulatory Authority (HCRA) was designated as the regulator of new home builders and vendors under New Home Construction Licensing Act, 2017.
This means that the HCRA is now responsible for new home builder and vendor licensing, competency, complaints, and conduct. The HCRA is now also responsible for managing the Ontario Builder Directory (OBD).
The successful launch of the HCRA is just one more step towards building a transparent, fair and accountable new home warranty and protection program to provide stronger consumer protection for Ontarians.

With the creation of the Home Construction Regulatory Authority (HCRA) as a separate regulator for new home builders and vendors, Tarion will now focus solely on administering warranties and protections for the purchasers of new homes, assisting with dispute resolution between new home buyers and builders, and supporting public confidence in the new home marketplace.
Along with this more focused mandate, we will continue to follow the blueprint for transformation and improvement set out in the Auditor General of Ontario’s report of October 2019.
